The Tax Foundation – Basic Facts on Redistribution and the Impact of Obama’s Policies

Introduction

The debate over taxing high-income families to fund the expansion of health care coverage in America has renewed the broader question of government’s role in redistributing income through tax and spending policies. What is missing from this debate is some hard numbers on how much current tax and spending policies redistribute income from some Americans to others and how much the policies advocated by the Obama Administration will change the overall amount of redistribution.

The Tax Foundation’s “Fiscal Incidence” project has filled this void by first calculating how much current tax and spending policies are redistributing, then estimating how much President Obama’s policies—from taxes to health care to climate change—will alter that redistribution. Simply put, the Fiscal Incidence Model[1] compares the total amount of federal taxes families pay (such as income taxes, excise taxes, payroll taxes, etc.) to the total amount of government spending they receive (such as entitlement benefits, defense spending, public works, etc.).

How the Money Comes and Goes

We divide American families into ten equal groups by income level, and at the top end of the spectrum, we are able to break that 10 percent down into smaller groups. In general, as anyone would expect, families who earn more pay more in taxes than they receive in benefits while families who earn less receive more in federal spending than they pay in federal taxes. These individual results are then summed up into a national picture of how much tax and spending policies redistribute income from some American families to others.

Boehner Report on “Stimulus”: “Broken Promises, Bloated Government, and Wasteful Spending” | John Boehner

It’s been one year since President Obama signed into law the trillion-dollar “stimulus” spending bill opposed by Congressman Boehner. What have we gotten for all of this spending? More debt and fewer jobs.The Hill links to a report released by Boehner today that debunks the Administration’s claims that the so-called “stimulus” has worked “and touts Republican alternatives as better-suited to stimulate job growth.” Bloomberg News reports:

“Republicans released their own report, with House Minority Leader John Boehner saying the stimulus law’s first anniversary ‘marks one year of broken promises, bloated government, and wasteful spending.’

“Since the measure was passed, ‘more than 3 million Americans have lost their jobs, unemployment is near 10 percent and the deficit is set to hit a record $1.6 trillion,’ Boehner said in a statement accompanying the Republican report, entitled ‘Where Are the Jobs?’”

The Dayton Daily News reports that “Ohio unemployment was at 9.5 percent in February 2009 and rose to 10.9 percent in December 2009, the last month for which federal figures are available. Also, the state lost 107,800 jobs from February- December, 2009, according to federal data.”

And NPR reports that all of the new government spending proposed by the Obama Administration means “the national deficit will crest at a record-breaking almost $1.6 trillion in the current fiscal year.” Boehner says taxpayers aren’t getting their money’s worth. According to CNN:

“’The American people took on record amounts of debt to fund Washington Democrats’ trillion-dollar ’stimulus’ and a year later the nation’s unemployment rate is near 10%,’ said Rep. John Boehner, R-Ohio, the House’s top Republican. ‘Taxpayers aren’t getting their money’s worth from the trillion-dollar ’stimulus’ and struggling families and small businesses are rightly asking, ‘Where are the jobs?’”

Obama’s misleading jobs rhetoric

There he goes again. In the latest Economic Report of the President, Obama repeats his claim that the $787 billion economic stimulus program “has saved or created roughly two million jobs so far.” Administration officials stopped saying that last year after journalists and think tankers across the political spectrum examined the supporting data posted on the official recovery.gov Web site and found it full of factual holes.

Thousands of jobs were claimed to have been saved or created in phantom congressional districts and ZIP codes. Thousands of raises given to public employees were counted as jobs saved or created. The Examiner’s David Freddoso and Mark Hemingway examined media investigations and found nearly 100,000 phony positions. In other words, the claim that 2 million jobs were saved or created by the Obama economic stimulus program was exposed as being about as trustworthy as the used car salesman’s assurance that the clunker on his lot was owned by a little old lady who only drove it to church on Sunday.
